Need to track a federal agency's regulations? Connect to the National Archives and Records Administration's Federal Register Documents on Public Inspection. Updated daily, usually before 9 a.m. EST, this site provides bibliographic information about notices and proposed and final regulations scheduled to appear in upcoming Federal Register issues.
Note the document identification number of an item of interest. It looks like this: 00-5122 (See today's issue under Housing and Urban Development.)
This proposed rule (item 00-5122) will appear in March 9th's Federal Register. On March 9th, researchers may retrieve this document by typing the following URL in their browser's address line:
http://www.access.gpo.gov/cgi-bin/getdoc.cgi?dbname=2000_register&docid=00-5122
(The above URL should appear together on one line.)
To obtain other Federal Register documents on future dates, note the date of publication and the document identification number. Then on the day of publication, use the same URL above, but replace the year of publication (dbname=2000_register) and the document number (docid=00-5122).

Not Just DoubleClick in the Hot Seat

The FTC earlier this week ordered that Trans Union, a major credit reporting agency, stop selling consumer data to direct marketers. According to the Washington Post, Trans Union sold information about "consumers' finances--including credit-card accounts, debts and finances--to direct-mail companies, crowing that 'No one offers you a greater source of true individual-level data than we do.'"
Trans Union promises to appeal the FTC's ruling. It also alleges other credit reporting agencies sell even more sensitive data. (I thank Lynn Peterson, PFC Information Services, Oakland, CA, for the heads up on this development.)

DoubleClick Puts Hold on Plans

DoubleClick issued a statement vowing that it "'will not link personally identifiable information to anonymous user activity across Web sites'" while the government and industry hash out privacy standards.

Consumer Access to the National Practitioners Databank

A House Commerce subcommittee held hearings about consumer access to the National Practitioners Databank. This database contains disciplinary information about physicians and "was created by Congress a decade ago to keep physicians disciplined by the medical board of one state from avoiding detection if they moved to another state and applied for a medical license."
