I am trying to locate the "1988 Annual Report of the Inter-American Commission on Human Rights" which should include a case, "Velasquez Rodriguez, Judgement of July 29, 1988, Inter-Am. Ct. H.R. (Ser. C) No.4 (1988)", for correct "Blue Book" citation purposes. (I don't necessarily need a copy of the case!)

I have already checked web sites and contacted some of the few libraries that have the Annual Reports listed in their catalogs. (Either 1988 is not available or they WCB.) If anyone knows of a library or other source to contact to find this information on an expedited basis please let me know!
