I have found that, in dealing with State agencies, it is often much easier
to get an answer by going to the government's website than by trying to
call--'phone tree hell' is the word for it.

My experience--YMMV--has been that if you can get to the part of the State
government's website that discusses the agency within whose purview the
question comes, locate an e-mail address, and use that to ask your question,
you will get an answer within 24 hours.
