Hello Cheikh,
I found a presentation that Charles McClure gave with a very similar title at http://www.albany.edu/~imlsstat/mcclure.uk.presentation.pdf that is probably related to the report you are seeking. There is also a citation to a similar publication from
a conference in Northumberland that may be of interest:
"Wonsik “Jeff” Shim, Charles McClure, and John Bertot. “Preliminary Statistics and Measures for ARL Libraries to Describe Electronic Resources and Service,” 4th Northumbria International Conference on Performance Measurement in Libraries and
Information Services (Washington, DC: Association of Research Libraries, 2002)."
McClure has been actively involved for some time in the development of such standards and measures, including the e-Metrics project in association with the Association of Research Libraries (U.S.); see http://www.arl.org/stats/newmeas/index.html for
more possible leads.
