RFP deadline for the IAMSLIC Web site redesign is only a week away (May 4,

SECOND CALL: Request for Bid/Proposal
IAMSLIC Web Site Redesign

The International Association of Aquatic and Marine Science Libraries and
Information Centers (IAMSLIC) invites bids/proposals for the redesign and
enhancement of the IAMSLIC Web site currently located at
http://siolibrary.ucsd.edu/IAMSLIC/

The new Web site will be located on a UNIX server running Solaris 2.6 and
Apache 1.3.14 at the NOAA Coastal Services Center (CSC) in Charleston,
South Carolina. It is recommended that our new site follow the
guidelines for Web Content Accessibility for People with Disabilities
(http://www.w3.org/TR/WCAG10/) and be coded to HTML Standard 3.2 or
above. PLEASE NOTE: Microsoft Frontpage extensions are not available on
the CSC server.

Background/Budget: IAMSLIC is a small, non-profit, world-wide association
of approximately 300 individuals and organizations having an interest in
library and information science, especially as applied to the recording,
retrieval and dissemination of knowledge and information in all aspects of
aquatic and marine sciences and their allied disciplines. Dependent on
caliber of design offered, budgetary constraints of the organization
restrict the IAMSLIC Web site redesign bid range to $1,000 to $6,000 U.S.
dollars for the one-time 2001 redesign.

Statement of Purpose:

Created in the mid-1990s, the IAMSLIC Web site has grown from an
informational site about the association to one which is expected to be a
nearly complete repository of IAMSLIC business as well as a multi-layered
resource for association members and the general public. Having
celebrated the 25th anniversary of IAMSLIC's founding in 1999, the
Executive Board requested that a RFP be written to solicit bids for an
extensive redesign and enhancement of the IAMSLIC Web site.

By issuing this RFP, IAMSLIC hopes to:
        * Provide consistency of appearance/coding of the Web site
        * Improve access to IAMSLIC resources and services
        * Improve the business functions of the association
        * Provide archival access to the record of the association's
          activities
        * Explore the possibility of annual contractual maintenance of the
          Web site

Responsibilities:

Under the guidance of the IAMSLIC Web site committee, the successful
candidate will perform the following responsibilities:

   Design/implement:
        * Easy-to-use, non-graphics intensive, consistent Web site appearance
        * Site map with auto-change indexing/updating
        * Calendar feature for listing association activities
        * Forms for Membership application and for Resource Sharing
          Committee functions
        * Membership-only subdirectory to IAMSLIC resources such as: the
          IAMSLIC membership directory and database; the current two years
          of IAMSLIC's newsletter and proceedings; the IAMSLIC Executive
          Board materials such as the Handbook, Decision Notebook and
          conference planning materials
        * Input template for membership to provide links directly to their
          New Book Lists
        * Conference Committee Reports loading for fourteen 2000 reports
        * Design a template for input of future committee reports with
          potential auto-loading to Web site

   Investigate and Recommend:
        * Programs such as Web site rippers or offline browsers for
          archiving entire past IAMSLIC conference Web sites

Provide own computer, peripherals (including scanner), software, e-mail
account and Internet connection to perform the above responsibilities.

Required Qualifications:
        * Excellent sense of visual and structural design
        * Ability to write, edit and organize information effectively
        * Successful experience with Web page design and structure using a
          variety of Web technologies and tools
        * Extensive knowledge of HTML
        * Knowledge of current and emerging Web technologies, standards,
          issues and trends
        * Experience with Web-based forms design using CGI or other
          scripting languages
        * Excellent communication and interpersonal skills
        * Demonstrated initiative and creativity in planning and
          facilitating projects

Desirable Qualifications:
        * Consultative or work experience in a library or information
          center environment
        * Experience with implementing Web-based databases
        * Background in aquatic or marine sciences
        * Knowledge of offline browsers or Web site rippers

Process:

Applications MUST include the following: 1) a cover letter addressing the
required and desirable qualifications as described above, as well as what
the applicant can do to enhance the IAMSLIC Web site; 2) a resume
detailing Web design and computer/Internet experience; 3) a portfolio
demonstrating the applicant's Web publishing abilities; 4) a timeline with
estimated number of hours/days to complete each activity; 5) and a bid for
services to be provided for the IAMSLIC Web site redesign and enhancement.

Supplementary information which may be provided: 1) list of references
from most recent projects; 2) projected cost to provide annual maintenance
for the redesigned Web site.

PLEASE NOTE: Dependent on caliber of design offered, budgetary constraints
of the organization restrict the IAMSLIC Web site redesign bid range to
$1,000 to $6,000 U.S. dollars for the one-time 2001 redesign.
