Thanks for taking the initiative to clarify the Professional Development
Award. I think many if not most of the members of the Federation will
find this information useful.

That being said, however, it is important to realize that, for many Federation
titles like Librarian, Academic Coordinator, the various Ag specialists, the
concept of "research" is extremely broad, and "publication" occasionally
not relevant. Certainly, in this case, emulating Senate Guidelines--where
research and publication are foregone requirements--might discourage an
otherwise worthy candidate.

I very much liked your emphasis on relevance, but I would hope that "relevance"
could be construed in terms of personal professional development, rather than
purely in terms of present employment. Jane Kimball, for instance, was given
time to write a book, much as John Boe was. I would hope that future Janes
would not be disadvantaged because such activities more favor lecturers over
librarians.

I realize in the interest of clarity you had no intention of discouraging
any application, and I hope you will take my comments in an appropriate
light. I leave it to your judgment to decide if any further steps might
be necessary, and I look forward to any response you might want to make.
