Simple, Import the PAL footage (after being captured as PAL) and
de-interlace appropriately for the source.

Create a Composition with the NTSC size and pixel aspect ratio of your
desired output (there are a number of options - square pixel, DV, CCIR601
etc). Drag the PAL footage into the NTSC composition and fit it to the
composition. (There's akeyboard shortcut I can't remember).

Render with the Field dominance set to the output device. You might want
to experiment with turning on Frame Blending for the footage and output.
It will smooth the temporal conversion.

But it's nowhere near real time - useful for short sequences but hardly a
real choice for half an hour.
