A while back I was looking for such a list for a friend of mine (not a
geographer or map librarian) who needed a subdivisions list. So, Annie
might take a look at wikipedia.org and search on:
Russian administrative subdivisions
which should give up the following URI:
http://en.wikipedia.org/wiki/Subdivisions_of_Russia
There's a map there (with a little larger version when you click on the
teeny map) that showing 83 second order subdivisions, which would match
with the number of objects she's looking for. Curiously, which will
probably drive librarians nuts, these subdivisions, according to the
wikipedia page, are called *subjects.
